Hacmun & Dhingra was built on a single operating principle: the carriers that survive regulatory proceedings are the ones whose documentation was already built before the notice arrived. We produce that documentation.

ABOUT

Hacmun & Dhingra Transport Regulatory, Safety & Compliance has operated since 2023, serving commercial carriers, fleet operators, and owner-operators across Quebec, Ontario, Saskatchewan, New Brunswick, Nova Scotia, and cross-border United States corridors. In three years of active practice, the firm has built compliance files, enforcement response packages, and safety management systems for carriers ranging from single-unit owner-operators to multi-jurisdictional fleets.

The firm’s methodology is rooted in evidentiary architecture: we do not simply fill out forms; we build the chronological record of management and control that regulators, ministries, and tribunals require to issue a positive conduct review.

Trace our progression from a Quebec-focused firm to a multi-jurisdictional regulatory leader.

2023

Foundation Year

Firm established with an initial focus on Quebec CTQ enforcement response and RPEVL score remediation files. Developed the firm's core documentation methodology, centered on the 'management and control' evidentiary standard required for SAAQ/CTQ review.

2024

Expanded Jurisdiction

Expanded active practice into Ontario (CVOR, LAT hearings, MTO facility audits). Developed audit-ready ELD compliance documentation packages following the FMCSA non-compliant device deadline. Delivered Punjabi-language HOS training to fleets across the GTA.

2025

Accident Reconstruction

Added accident reconstruction and causation analysis. Expanded geographic coverage to Saskatchewan (SGI), New Brunswick, and Nova Scotia. Began producing French-language compliance documentation as a standard deliverable. Completed first CVOR/RPEVL dual-remediation file.

Current

Current Focus

Active files include CVSA Inspection Bulletin 2026-02 compliance and CTQ administrative hearing responses. Delivering compliance materials in six languages: English, French, Punjabi, Russian, Ukrainian, and Hindi.

Principal

The firm is led by its Principal — Transport Regulatory, Safety & Compliance — who holds active practice across all covered jurisdictions. The Principal's regulatory focus includes: CTQ and SAAQ conduct review (Quebec), CVOR and LAT appeal proceedings (Ontario), and FMCSA operating authority and HOS compliance (United States), with specialized focus on bi-jurisdictional remediation for carriers operating under reciprocity review.
